About your visit

  • NIWC Pacific is a secure enclave and requires special permission to enter or visit any of our facilities.
  • Official visits are issued on the basis of visitor requests submitted by the visitor’s parent organization or business and, upon approval, indicate that an individual has the NIWC Pacific Commanding Officer’s permission to come onboard.
  • From June 1, 2023, a NIWC Pacific badge is no longer required to access Naval Base Point Loma gates. However, a NIWC Pacific badge is still required for all visitors accessing ANY NIWC Pacific building, space, or meeting.
  • Visitors issued Red Escort Badges cannot be granted access to classified information or spaces.

Step one for all official visitors

All official visitors to NIWC Pacific headquarter facilities in San Diego to include Topside, Bayside, and Seaside locations must submit an official Visit Request at least 15 business days in advance. NIWC Pacific archives all Defense Information System for Security (DISS) Visit Requests after processing or rejection.

NOTE: See Step Two below for additional requirements for all visitors who do not possess an authorized credential for their visit.  

Visit Requests can be sent to NIWC Pacific via:

 
1. Submit via Defense Information System for Security (DISS) – Required for ALL classified visits
  • For UNCLASSIFIED/SECRET - Submit visit notification to SMO Code 660015 - H-66001-NAVY-SPAWARSYSCEN PACIFIC-00
  •  For SCI levels - Submit visit notification to SMO Code 660013 - H-66001-NAVY-SPAWARSYSCEN PACIFIC-00
Please include the following information for all requests submitted through DISS:
  • Date(s) of visit
  • Technical point of contact (must be a NIWC Pacific government employee who will approve your visit)
  • Purpose of visit
2. Submit via FAX - Unclassified / Non-DOD Secret
Submit via unclassified FAX or encrypted email:
For UNCLASSIFIED/SECRET – Submit by Fax or email, on organization letterhead with Security/by direction signature to (619) 553-6169 or email to NIWC_PAC_VisitRequest@US.NAVY.MIL. To verify if the fax has been received please call (619) 553-3203
 
Option 3: Include the following information:
  • Full name, address, phone, fax, email of organization requesting the visit
  • Addressed to: Commanding Officer, NIWC Pacific, 53560 Hull Street, San Diego, CA 92152
  • NIWC POC and phone number (must be a NIWC Pacific government employee)
  • Visitor(s) full legal name including title and position
  • Visitor type - Military, Civilian or Contractor (CAC must match purpose of visit)
  • Date of birth, place of birth (city, state, country)
  • Full Social Security Number
  • Citizenship
    • If the visitor is a naturalized U.S. citizen, the naturalization number will need to be included
    • If the visitor is a permanent resident with green card, the registration number must be included. They will need to bring their green card for the visit. We cannot accept copies.
  • Date(s) of visit
  • Purpose of and justification of the visit. If a contract is involved the contract number should be included.
  • Name and contact information of the organization Security Officer
  • Visiting company’s assigned CAGE or FSC number and certification of the facility’s clearance level.
  • Security Clearance and Access Level (If not an unclassified visit).
  • Indicate forms of ID for each visitor - CAC or DBIDS (Must match the purpose of visit).
 3. Submit via classified FAX:
For SCI Level - Fax on organization letterhead with Security/by direction signature to (619) 553-5134. To confirm if the fax has been received, please call the SSO at (619) 553-5141.
Include all of the above from the unclassified fax or email list and add:
  • Name and address of cognizant security officer, assigned CAGE or FSC number, and certification of the level of the facility’s clearance
  • Agency / company certification of the employee’s current clearance status
  • The visit request must be signed by an authorized agency official, security manager or facility security officer
4. Submit via Plain Language Address (PLA) message:
For SCI level only - Send to NIWC PACIFIC SAN DIEGO CA //SSO//.
Include the following information for all PLA messages:
  • Visitor name
  • Visitor type -  Military, Civilian or Contractor
  • Social Security Number
  • Date of birth
  • Place of birth
  • Citizenship
  • Date(s) of visit
  • Technical Point of Contact (must be a NIWC Pacific government employee)
  • Purpose of visit
Step two for all visitors who do not possess an authorized credential for their visit - you MUST go through the process of obtaining a DBIDS credential.
For visitors who do NOT possess an authorized credential, CAC, or DBIDS that matches the purpose of their visit, AND who require UNESCORTED access onboard NIWC Pacific—Commander Navy Region Southwest has implemented DBIDS procedures in order to conduct criminal history checks.

This requires the completion of the SECNAV 5512/1 form. Download the pdf here to complete the form.

All unvetted visitors must complete and sign the SECNAV 5512/1 form and return it to the NIWC Pacific POC.

If the NIWC Pacific POC is sponsoring a visit of six months or less, the NIWC Pacific POC will submit the completed SECNAV 5512/1(MAY 2021), NBPL Installation Master Pass spreadsheet, the visit request, and approved verification of visit form to the NIWC Pacific Visitor Center. The Visitor Center will submit the SECNAV 5512/1 and spreadsheet to the Naval Base Point Loma Pass and ID Office for vetting. The Pass and ID Office requires 15-20 business days to process vetting forms. Visitors will be vetted for a one-day DBIDS temporary pass.

Due to CUI contained on the forms, all forms will need to be sent to the NIWC PAC Visitor Center via encrypted email at: NIWC_PAC_VisitRequest@US.NAVY.MIL, via DOD SAFE, password protected file, or hand delivered.  Do NOT email .zip files.

If the NIWC POC is sponsoring a visit of MORE THAN six months, they will submit the completed SECNAV 5512/1(MAY 2021) and NBPL Installation Master Pass spreadsheet directly to the Naval Base Point Loma Pass and ID Office at nbpl_access@us.navy.mil. Call 619 553 0938 for further questions.

The original visit request and approved verification of visit form will need to be sent to the NIWC PAC Visitor Center.

If the visitor(s) have not been vetted by Naval Base Point Loma Pass and ID Office, they will not be allowed to enter NIWC Pacific unescorted.

TO VERIFY RECEIPT OF VISIT REQUESTS OR VETTING PAPERWORK
It is highly recommended you call or email several business days prior to the planned visit date to ensure all items needed for access have been received and to verify that the Visitor Center will be open on the day of arrival.

The Military ID, CAC or DBIDS must match the purpose of the visit. Visitors cannot use Reserve, Retiree, or Dependent IDs for access if they are visiting as contractors.

Visitors who do not have a valid and current Military ID, CAC or DBIDS must fully complete and submit a 5512 Vetting Form at least 15 business days in advance of your visit. Personnel who do not complete a 5512 and are not vetted will require escorts for the entirety of their visit.
 
Step three – On the day of your visit
Visitors who possess a valid credential and visit request may proceed directly to the NIWC Pacific Topside Visitor Center Bldg. 27 or the NIWC Pacific Bayside Visitor Center Bldg. 204, if open, to pick up a NIWC Pacific badge for entry. You MUST have a valid CAC or DBIDS in hand to be issued a NIWC Pacific badge.
 
The CAC or DBIDS MUST match the purpose of the visit. Visitors cannot use a Reserve, Retiree, or Dependent IDs for access if they are visiting as contractors.
 
If you do not possess a valid CAC or DBIDS, please follow the steps above or any requirements from your NIWC Pacific POC.
 
Proceed to the NBPL Pass and ID Office Bldg. 174, located at the intersection of Rosecrans Street and Strothe Road, to pick up your DBIDS paper pass. This office is located directly across from the Bayside Visitor Center with directions below.

Once you have your DBIDS in hand, proceed to the NIWC Pacific Topside Visitor Center Bldg. 27 to receive your NIWC Pacific badge.
 
Proceed to the NIWC Pacific gate designated for your event or meeting and show the guard both the DBIDS and the NIWC Pacific badge. 
 
It is highly recommended you call or email several business days prior to the planned visit date to ensure all items needed for access have been received and to verify that the Visitor Center will be open on the day of arrival. Other important information for all visitors
NIWC Pacific requires a NIWC Pacific badge along with one of the following credentials for entry into our facilities:
  • A valid Common Access Card (CAC) that matches the purpose of your visit.
  • Defense Biometric Identification System (DBIDS) Card. Must match the purpose of the visit and company represented on the visit request.
  • Visitors cannot use a Reserve, Retiree, or Dependent ID for access if they are visiting as contractors.
  • You MUST have a valid CAC or DBIDS in hand to be issued a NIWC Pacific badge.
  • Permanent residents must have their original Permanent Resident Card (Green Card), in addition to their NIWC Pacific badge, CAC or DBIDS. We do not accept copies.
  • Employment authorization cards will not be accepted.
  • REMINDER: The NIWC Pacific Visitor Center requires 15 business days to process visit requests for all visitors.

Parking:
Parking is available in any unreserved marked spot. Most of the large buildings have visitor parking areas. Disabled parking is also available, however, all parking is very limited in some areas. For questions about parking areas, please coordinate with your technical point of contact.

Take Airport Terminal Rd. to exit airport to North Harbor Dr.
Right on North Harbor Dr.
Left on Rosecrans St.

Left on Electron Dr. and show your passes to the guard. To pick up your visitor pass, park in the lot on the right and enter the Badging Office, Bldg. 27. Returning to your car, you will turn right and drive through the main gate where the guard will verify your credentials.

Take I-8 west to the end.
Left onto Sunset Cliffs Blvd.
Keep left to continue on Nimitz Blvd.
Right onto Chatsworth Blvd.

Left on Electron Dr. and show your passes to the guard. To pick up your visitor pass, park in the lot on the right and enter the Badging Office, Bldg. 27. Returning to your car, you will turn right and drive through the main gate where the guard will verify your credentials.
