Let's get you set for success from Day 1!

Preparing Prior to Day 1

In order to prepare yourself to attend Virtual New Employee Orientation (NEO)we have a few basic requirements and suggestions for you. 

  1. Teams Application:  If you will be joining us for NEO via the Microsoft Teams app.  For the smoothest user experience, please download the Teams app.  We recommend (in descending order): Government laptop (those retaining their CAC), personal laptop, tablet, mobile phone.

  2. Teams Open House:  Attend open house to ensure you're able to successfully join in and interact with us.

  • Open house occurs the Thursday prior to your start date.
  • Log-in to the NEO Teams Meeting: anytime between 1100-1200 PT.

  • Your agenda:  Log into our Teams meeting.  Take a look around. Ensure you can hear us and we can hear you.  Ensure you can comfortably see our slides.

  1. Federal I-9 Conforming IDs (x2):  You are required to bring two (2) Federal 1-9 conforming IDs with you to affirm your identity, both with the Badging Office and Human Resources (HR). One of these IDs must be a conforming photo ID.  For details on what IDs are allowed, please visit the US Citizenship and Immigration Services page here.

Joining the New Employee Orientation (NEO) Virtually

Things to Do Upfront
 

Employees not reporting to the San Diego campus will join NEO virtually.  NEO is held Day 1 and 2 of your new employment.

If you will be joining us through the Teams application.  Ensure you have successfully
downloaded and installed the Teams app
and are able to join successfully prior to NEO.

Attend open house to ensure you're able to successfully join in and interact with us. (Details on the page in Preparing for Day 1.

Completing your System Authorization and Access Request (SAAR)

 

We will guide you through the process of completing this requirement. PLEASE refrain from submitting your SAAR package to your supervisor before 1200(Pacific Time) Day 1 of New Employee Orientation..  Common errors in forms cause unnecessary delays in getting your IT access approved.

This page serves as a reference following the SAAR presentation the morning of Day 1.

You must submit your SAAR package to your supervisor no earlier than 1200 (Pacific Time) of Day 1 of New Employee Orientation.  Note:  There are 5 approvals required before your account request is approved and established.  Please do your part by ensuring your request is submitted in a timely manner.

The Cyber office will provide a presentation on the first day of your New Employee Orientation to address any questions you may have.

Part 1: Download and open the form

 

On a computer (personal or government-furnished), download a copy of the blank  SAAR form.
(You cannot successfully complete this form on a mobile device.)

Open the form using Adobe Acrobat Reader.

Select "enable all features."

Part 2: Fill in the form (page 1)


This request is for your initial Unclassified request only. If you require SIPR/SWAN/SDREN/JWICS access, you must complete a separate SAAR and submit to your supervisor on Day 3 or after Due to the extra approval steps required, your basic account access will be delayed significantly if combined into one request.
 

Please fill in the following fields:

Front Matter
  • Type of Request: Initial (new employees) or Modification (intra-DoD transfers, contractor conversions, DoD reservists)
  • Date: Day 1 of your employment (format: Day Month (3 letters) Year)
  • System Name: All employees "NMCI and Navy ERP," RDT&E for those who will be working on the RDT&E networks
  • Location: NIWC Pacific
Part 1:
  1. Name: Your Last, First, Middle Initial
  2. Organization: [leave blank]
  3. Office Symbol: Your 5-digit Org Code
  4. Phone: [leave blank]
  5. Official Email Address: Leave blank if new to DoD. Fill in your *navy.mil email address if intra-DoD transfer, contractor conversion, or DoD reservist
  6. Job Title and Grade or Rank: Your job title as provided by HRO, e.g., "Administrative Specialist, NO-0301-05"
  7. Official Mailing Address: San Diego 53560 Hull Street; San Diego, CA 92152-5001. For those at remote sites, please contact your supervisor for the local official mailing address.
  8. Citizenship: Your citizenship
  9. Designation of Person: Civilian
  10. Check the Cyber awareness training block and add the date of completion from your certificate.
  11. Complete Block 11 with your signature (CAC-signed if you have one or include an Adobe signature), and Block 12 with date signed.
Part 2: N/A [Management approval chain]

Part 3: Submit the SAAR form to your Supervisor

 
  1. Submit your completed and signed SAAR form to your supervisor via email no earlier than 1200 (Pacific Time) of Day 1 of New employee Orientation.
  2. Provide your EDIPI number (if you have been issued a Common Access Card/CAC in the past) to your Supervisor.

Business Rules for Virtual Orientation

 
  • DO NOT take screenshots or record unless specifically allowed to do so (or on government furnished equipment)
  • Headphones are required.
  • Speakerphone causes distracting feedback in the meeting
  • Headphones will likely help keep your focus and ensure you can hear the speaker(s).
  • Do not discuss or share sensitive information. (The moderator will table all sensitive discussions.)
  • Please use the chat forum anytime
  • Say the word “Over” for the end of verbal engagement.

Reporting to Your Duty Station

 

Please contact your supervisor for details on where/what time to meet on campus and what procedures are required to gain access to your campus.

Keeping our workforce healthy

 

To protect the health of our workforce, follow these suggestions when reporting to the NIWC Pacific campus.

  • If you are experiencing any symptoms, please do not come to the campus and contact your Supervisor to set up alternate accommodations.
  • Wearing mask is not required but highly encouraged.

Checking in with Human Resources

 

As a prerequisite for your employment, HR will confirm your identity, using your Federal I-9 conforming IDs. You will receive an email from NIWC Pacific HRO with a link to USA Staffing. You will need to log in and electronically sign two documents (the OF 306 and the SF 61 Appointment Affidavit) no later than close of business Day 2.

Please note: If you are unable to provide adequate proof of identity, alternative arrangements may be required.
