Unlock Innovation with Technology Transfer

Naval Information Warfare Center (NIWC) Pacific advances innovation through technology transfer. Our Technology Transfer (T2) Office connects our research, people, and facilities with industry, academia, and other non-federal parties, delivering impact for the warfighter and the U.S. economy.

What is Technology Transfer?
T2 is the sharing of intellectual property, expertise, facilities, equipment, and other resources between NIWC Pacific and non-federal parties. It includes:

  • Spin-out: Non-federal party use of NIWC Pacific resources
  • Spin-in: NIWC Pacific use of non-federal party resources
  • Dual use: Advancing technology for both NIWC Pacific and non-federal party applications

Our goal is to ensure that DoW programs leverage the nation’s best science and technology.

Partnership Mechanisms
We offer flexible paths for partnering:

  • Cooperative Research and Development Agreements (CRADAs): Collaborate with NIWC Pacific researchers on projects of mutual interest, sharing resources and expertise to advance technologies.
  • Limited Purpose CRADAs (LP-CRADAs): A streamlined version of CRADAs for specific, limited-scope projects.
  • Patent License Agreements (PLAs): License NIWC Pacific-patented technologies for commercialization, bringing innovative solutions to the marketplace.
  • Education Partnership Agreements (EPAs): Partner with NIWC Pacific to enhance educational opportunities in scientific disciplines, business law, technology transfer, and technology transition, where NIWC Pacific can transfer or donate equipment, develop science courses, involve students in projects, and more.
  • Non-Disclosure Agreements (NDAs): Establish a confidential relationship to explore potential collaborations and licensing opportunities.
  • Commercial Service Agreements (CSAs): Access NIWC Pacific facilities and services.
  • Partnership Intermediary Agreements (PIAs): Conduct services for NIWC Pacific that increase the likelihood of success of joint activities between NIWC Pacific and non-federal parties.
