Command Master Chief
Master Chief Information Systems Technician Frank R. Flores II enlisted in the United States Navy in July 1996. Following completion of basic training at Recruit Training Command, the Texas native reported to Naval Training Center (NTC), where he completed Radioman (RM) apprenticeship training.

After graduating from NTC, he reported for duty aboard USS Arctic (AOE-8).

His fleet assignments include USS Arctic (AOE-8) as a Radio Communications Operator; USS Inchon (MCS-12) as an Information Systems Technician supervisor; USS Underwood (FFG-36) as the Leading Petty Officer; Commander U.S. 7th Fleet Commander of U.S. Naval Forces Europe and Africa embarked aboard USS Blue Ridge (LCC-19) as Leading Chief Petty Officer; and USS Carl Vinson (CVN-70) as Combat Systems Information Branch Leading Chief Petty Officer. Master Chief Flores also completed shore assignments at Center for Surface Combat Systems Training Command Mayport, Florida, as a network administrator and Radio Communications instructor; Naval Aviation Forecast Det Manama, Bahrain, as a network administrator; commander of U.S. Naval Forces Europe and Africa stationed in Naples, Italy, as Office of the Commander Senior Enlisted Leader and flag communicator; Navy Information Operations Command Pacific 553 Cyber Protection Team as Senior Enlisted Leader; Naval Information Warfare Center (NIWC) Pacific as Naval Tactical Command Support System Military Branch Lead. Currently, he serves as NIWC Pacific’s Command Master Chief.

Master Chief Flores holds an Associate of Arts degree in computer studies, and a Bachelor of Science degree in cybersecurity from University of Maryland Global Campus. He earned his Master of Science degree in applied cyber operations from the Naval Postgraduate School.

Master Chief Flores has earned his Enlisted Surface, Aviation, and Information Warfare designations. He is a graduate of the Senior Enlisted Academy and the Command Master Chief/Chief of the Boat course.

His decorations include the Joint Commendation Medal, three Navy and Marine Corps Commendation Medals, seven Navy and Marine Corps Achievement Medals, and multiple unit and campaign awards.

The New Professionals (NP) program is a two‑year career development opportunity designed to bridge the gap between formal academic training and professional work. Welcomed and mentored in a diverse environment, you will have opportunities to network and develop your technical and professional skills. The NP Program employs scientists and engineers who hold B.S., M.S., and Ph.D. degrees in a variety of fields, including Computer Science, Computer Engineering, Electrical Engineering and other technical disciplines.
