Captain Andrew Gainer assumed duties as Commanding Officer of Naval Information Warfare Center Pacific (NIWC Pacific), May 7, 2020. Gainer served as the command’s Executive Officer from February 2017 to May 2020. In 2015, he assumed the role of Information Warfare Commander in Carrier Strike Group 3, where he integrated all four Navy IW disciplines (intelligence, cryptologic, C4I, and meteorological/ oceanographic) into strike group plans and operations. Gainer also served in Baghdad, Iraq, where he collaborated with Iraqi and international stakeholders to strengthen Iraq’s information and communications technology sector.
Bill Bonwit was selected as executive director for Naval Information Warfare Center Pacific (NIWC Pacific – formerly SSC Pacific) in August 2017. After leaving active duty, he remained in the Naval Reserve, serving in various positions including N6 (C4I Directorate) at Inshore Undersea Warfare Group One. Bonwit earned a bachelor’s degree in ocean engineering from the U.S. Naval Academy and a master’s degree in operations research from the Naval Postgraduate School. He is certified Level III in engineering by the Defense Acquisition University and is an Acquisition Core member.
Commander David West assumed duties as Executive Officer of Naval Information Warfare Center Pacific (NIWC Pacific), May 7, 2020. West is qualified as an Information Warfare Officer and Surface Warfare Officer. His previous shore tour assignments include being the Information Systems Security Manager at the Joint Intelligence Center, Pacific in Pearl Harbor, Hawaii; and as the Junior Officer Detailer for the Information Professional Community in Millington, Tennessee. Prior to becoming the Executive Officer of NIWC Pacific, West served as the first commanding officer of Naval Special Warfare’s Tactical Communications Command One.
Master Chief Kevin Howard enlisted in the U.S. Navy from San Marcos, California in September 1996. Following completion of initial accession training, he reported to USS Mckee (AS 41) in Point Loma, California. His other fleet assignments include: USS Denver (LPD 9), USS George Washington (CVN 73), USS Ronald Reagan (CVN 76), and Patrol Squadron NINE. Ashore, he has served at Fleet Numerical Meteorology and Oceanography Center in Monterey, California; Defense Logistics Agency field activity in Pearl Harbor, Hawaii; and Naval Special Warfare Group ONE Mobile Communications Team in Coronado, California. He received the Distinguished Leadership Peter Tomich Award when he attended the Navy’s Senior Enlisted Academy.
