The Navy and DoD sponsor programs that provide science and engineering faculty members from institutions of higher education the opportunity to participate in research of mutual interest to the faculty member and U.S. Navy laboratories like NIWC Pacific.

Collaborate With NIWC Pacific

Summer Faculty Research Program (SFRP) and Sabbatical Leave Program (SLP)

The Navy offers opportunities for faculty members to engage in research or other academic activities that will enhance the faculty member's professional contributions to their home institution and provide a foundation for future collaboration with NIWC Pacific. The SFRP is a 10-week full-time summer collaboration and the SLP is a semester or full-year research sabbatical. Eligible faculty must be U.S. citizens who hold teaching or research appointments at any U.S. college or university to include Minority Serving Institutions. Education Partnership Agreement (EPA)

An EPA is an agreement between NIWC Pacific and an educational institution at any level of education to encourage and enhance study in scientific disciplines. The focus of an EPA is education, not research. Under an EPA, NIWC Pacific can make personnel available to teach and develop science courses, provide sabbaticals for faculty and internships for students, involve faculty and students in projects, develop programs for students to receive academic credit working on projects, provide academic and career advice to students, and loan or transfer equipment in support of the EPA.

Cooperative Research and Development Agreement (CRADA)

A CRADA allows NIWC Pacific and non-Federal parties to conduct specified research and development consistent with NIWC Pacific’s mission. A non-Federal party can be a U.S. or foreign company, university, entity, or person. Each party may provide personnel, services, facilities, equipment, intellectual property, or other resources; however, NIWC Pacific cannot provide funds to the non-Federal party – funds may only be provided by the non-Federal party to NIWC Pacific (if required). Each party owns its data and intellectual property (IP) existing prior to, or developed outside of, the CRADA, and the parties share, to some extent, rights in data and IP developed under the CRADA. CRADAs can be multi-party with the addition of one or more non-Federal parties or Federal labs.

Multidisciplinary University Research Initiatives Program (MURI)
Defense University Research Instrumentation Program (DURIP)

DURIP supports university research infrastructure essential to high-quality Navy-relevant research. These funds may be used for the acquisition of major equipment to augment current or develop new research capabilities in support of DoD-relevant research. Vannevar Bush Faculty Fellowship (VBFF)

The VBFF is the largest and most prestigious single-investigator program in the DoD and funds transformative, high-risk basic research. The research being funded through the VBFF has the potential for extraordinary outcomes and transformative impact. It could revolutionize disciplines, create new fields, and disrupt accepted theories and perspectives. These are 5-year awards for up to $3M total for tenured faculty at US PhD-granting institutions. DoD scientists and engineers can collaborate with VBFF awardees through the LUCI fellowship. FUNDING OPPORTUNITITES FOR EARLY-CAREER FACULTY

Young Investigator Program (YIP)

YIP is a 3-year ONR research grant for early-career academic scientists or engineers in a tenure-track or equivalent position within 7 years of earning their PhD. Scientists or engineers in equivalent non-profit roles are also eligible to apply. The awardees are selected by the appropriate ONR program officers. Young Faculty Award (YFA)

The YFA is a 2-year DARPA research grant for early career academic researchers doing innovative research enabling transformative DoD technologies. Applicants must be within 3 years of achieving tenure or at a non-profit and within 12-years of receiving their PhD. Unlike many other DoD grants, there is no citizenship or permanent residency requirement for this award. Navy and ONR STEM Funding Opportunity Announcements (FOAs)

The DON and ONR STEM FOAs are funding opportunities that schools, non-profits, and industry can apply for to establish or expand STEM outreach programs. These are both 3-year grants with the goal of increasing awareness, interest, and education in STEM fields needed by DON or ONR. PROGRAMS FOR FACULTY OR STUDENTS AT HBCU/MIs

The Department of Navy’s Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) program is designed to increase the participation of HBCU/MIs in the Navy's research, development, test and evaluation (RDT&E) programs and activities. This program’s goals are to strengthen the capabilities of these institutions to conduct basic and applied research and increase the quality of STEM programs with a focus on minority researchers and graduates.
